Once the player character agrees to help, he advises that a dampening coil has been damaged and that he needs a new one, of which his wartime intelligence told him could be found in Saugus Ironworks. He will then share that his ship is no longer seaworthy and will ask for help fixing it. He will go on to explain how his submarine ended up as it is and express surprise that he's been there for over 200 years already.
He questions why the Sole Survivor is there, remarking that the war is long over and tells them that he has no treasure on board to plunder. Once in the submarine, one can speak to Captain Zao who is located in the first main room. Alternatively, the quest can be started by simply swimming to the Yangtze. It'll take a short swim to reach and is easily visible as a periscope covered in seaweed juts out of the water and often moves up and down. Through this dialogue, the quest will begin and the Yangtze submarine will be placed on the map, located directly in front of the pier Donny is standing on. He'll excitedly tell the Sole Survivor he has been seeing an eyestalk peeking out of the water off the docks and will remain convinced it belongs to a sea monster, regardless of how the player character may respond. Head back to Zao and he'll tell you to insert the Dampening Coil first, and then the Warhead into the reactor.Here There Be Monsters is a side quest triggered by speaking with Donny Kowalski, who's located on the docks behind the Shamrock Taphouse. Open the nearby ICBM and take the Warhead. Just before reaching the Warhead, you'll encounter the First Mate, you will find the terminal passwords on his corpse, which you can use to take a shortcut back to Zao. Otherwise make your way down the hall, and then down the set of stairs, then through the sets of doors ahead to reach the warhead. If you have high enough level of lockpicking you can the first locked door you come across to take shortcut to the Warhead. Head downstairs and use the bulkhead terminal to open the nearby door. You'll encounter the old crew which are all feral Ghouls.
Next he will ask you to get a Warhead from an unlaunched missile. You will find it in the same room as the Explosives Bobblehead. If you don't have the Dampening Coil yet, head to Saugus Ironworks and get it. If you pass speech challenges with Zao, you can get him to increase the reward with money, caps and Zao's sword. The first component required to repair it is a Dampening Coil from Saugus Ironworks. He will ask you to help him repair the submarine. You may encounter some radiation along the way, and also inside the Yangtze, so be sure to have some Rad-X and Radaway with you.
Head to Yangtze and you'll obtain the quest once you get close.
